i've read benblue20's tutorial and followed the directions... but my server still doesn't show on the internet. i can't find how to see whether it's set to UDP or not.. that might be the problem but i'm not sure. here's a pic

Have you looked up your router on PortForward.com? Lots of good info there.
From your picture, I'd guess that you could add the rest of the TT port range in...
28000-28010 is the whole range. I'm also wondering if you need to put your server's IP in the router. That field isn't filled in on the picture.

I feel like such a noob, but what's port forwarding? I could look it up, but I'm afraid it would sounds too complicated and make me feel stupid... lol.

If you're running a dedicated server behind a firewall, you have to forward TTs ports past the firewall so the server shows up on the other side of the firewall. If you try to run a server and other people can't see it, you probably need to port forward.
