You are talking about a poll. When you start a new topic, you can see just below the options for a poll. Use the choices for the poll.

When you press the new topic button, below you will see Poll Question. This is what the people vote for?

Then poll Option, these are the choices you give the people to vote for.

press preview as you are typing to get the hang of it.
